The Lady of the Lake was originally the half-fay that protected Britannia from outside threats; muggles worshipped her as a mother goddess, while the magical folk of Britannia were aware that she was one of them. As time went on, she became a strictly magical sort of deal. The fay-born are rare, but their magic is more powerful than usual because of their fay blood. She teaches them and guides them. In her secondary role, she guards the secrets behind the old magics that would be very dangerous if in the wrong hands, like the Deathly Hallows and a few other things, and deals with major threats to the balance of what was Britannia once upon a time.
When Morgana and Evienne were young, they were instructed in magic by their time's Lady of the Lake, Vivianne. They both quickly proved to be powerful enough to be Lady, but Morgana was her first choice. The issue was that Morgana cared too much, and couldn't abandon worldly ties. If faced with having to put down someone she loved for the good of everyone else, she wouldn't be able to, so Evienne became Lady of the Lake.
The issue with Evienne is that she isn't as benign as Morgana. She guards her secrets and the Lake where Exacalibur rests jealously, but neglects other parts of her job. She chose to ignore the threats posed from without and within, because they distracted Morgana from Evienne's more...insidious plots. Eventually, Morgana could no longer ignore what Evienne was doing and killed her, taking over as Lady of the Lake. Having to give up everything that she cared about so much utterly destroyed her, though, and that's why the older Morgana is so listless and uninterested in what goes on around her. She can't make herself care anymore, beyond what is required by the role that she takes very seriously.
This isn't a totally finished subplot, so suggestions are welcome, but that's what the Lady of the Lake is.
